Thats just the roof. If you look at it closely you can see it is under construction. See the small building slightly to the right of center with the three garage doors....the roof will eventually completely cover that building (obviously they tore it down as they finished the larger structure. They also eventually tore down that gas station building almost dead center and a bit low (just under the edge of the new roof).
