That intersection is in Visalia. The only intersection I see in Tulare or Visalia like this is the intersection of S. Mooney and W. Cameron in Visalia, and that may not even be it.

The land South of W. Cameron intersection with S. Mooney in Visalia, CA were plowed fields until the mid 1990's.
It is Mooney Blvd and Tulare Ave. in Tulare, CA. The house in the upper right corner I believe is 2397 E Sierra Ave.
