Looking northwest at the Howe Developmental Center, 7600 183rd Street, Tinley Park, Illinois. This was a State of Illinois Mental Health Facility. Closed in 2013, it is used for police training today. This is Cook County, as 183rd Street serves as the Will-Cook county line.
