I believe this is Springfield High School, probably under construction. It is on South Street.

The nearly completed building burned in mid fall of 1967, shortly before it was to open. The students began the school year at the old high school on Park St., and were scheduled to move to the new building part way through the school year. The classroom wings, in back, and the vocational center, on the left, were the only sections that did not burn. The building was rebuilt in time to open a year later.

The former vocational center, now the technical center, was remodeled and expanded in 1999-2000 to include an indoor space for building trades to build a house, and space was added for the Community College of Vermont.
