Looks like a part of the International Harvester (now Navistar) on Urbana Rd./US-68 at the time.
I have worked there in facilities engineering for 45 years. This is not part of Navistar. What it is however, is 286 Willow Road with the old truck driveaway (building remains) across Urbana road from IH behind it.
